Can someone please explain to me how on earth Frost Nova misses a target, no resist, no free action poison,no blessing of freedom, just complete full cast, doesn’t hit…even tho the target is on top of me hitting me!!! What kind of broken crap is this. I have a ms of 25.

Did you check the combat log and it was Definitely a miss? I think everything has a minor chance on missing but I can’t be sure. Can’t say I remember ever getting a missed frost nova on my mage though
It’s a spell, it doesn’t have a 100% chance to hit.
why do you think certain items and talents has “+% hit for spells” ?
I think the OP is saying that the spell had no combat message at all. Spells don’t “miss” in classic, only resist due to low hit chance.
Sounds to me like one of you was lagging and you said you had 25ms so it was probably the other guy.

Wow, lots of people didn’t read the post at all. 
If you fight on a curved surface it may happen since nova is strictly horizontal while your target is on another “layer”
