I’ve noticed some players doing so called “Gladiator rolls” the rules are that both of them makes a level 1 alt with starting items and duels at the spawn area for stakes like 10g? This kind of behavior must be against Warcraft rules somehow and they shouldnt be allowed to do this right? am i allowed to report them?

You can report people for advertising that they seek to gamble with other players, but reporting them for actually doing it wont do anything.
Spamming /2 or /4 with “deathrolling 50g” is against the rules, but the actual act of gambling itself isn’t punishable.

How can it be gambling, when duels are decided by two humans trying to outsmart eachother, whereas actual gambling is decided by the roll of a dice?
Why then they just then dont make a level 1 character and DUEL WITHOUT PRICE?

You can’t dictate what others do ingame with their gold.
Dueling for Gold isn’t gambling. Gambling in game for gold is not against the rules.
Also, as a sidenote, gambling once doesn’t mean that they are forever infected.

because that is not how gambling is defined. you can gamble on odds that you do not percieve as “random” or psuedo random.
take cockfights or boxing matches as an example. you can certainly gamble money on that.
with duels of level 1 where neither has cc or active damage the duel is mainly going to be determined by die rolls determining crit, damage range and avoidance
