Help porting addon - cdframes (lua scripter needed)

Hi,

I was wondering if any LUA scripters/programers would take the job of porting the cdframes addon linked below?

It is a fairly simple addon that register known cooldowns from nearby players.
The author have said that he/she would not do this, and is refering to an addon that tracks cooldowns and place them on nameplates. This is useless since they are only visible at 20y.

This code does not have associated license. Copying it would be illegal. Author should add some open source license.
