Trond got them pretty well down, second one looks to be an upside down Uruz.
And to add on, out of the four only Teiwaz, Týr’s rune, is the only with a higher meaning of power.

It does look like an upside down Úr (Uruz) rune! Strange that they’d flip it like that.
Possibly an aesthetic choice, still strange choice to make if its to spell a word out or similar though.

Yes there is!
The Blood Elves were “shattered” during the invasion. The shattered pieces will have Light magic swirling around them.
Giving the meaning:
The Light keeps us together"
The blue crystals to remind us of our arcane and mana-addicted past. The Sunwell’s waters swirl in the background.

That sort of thing really makes Heraldry interesting.
Seems it also has some crystal theme, perhaps referring to Naaru or Army of the Light aswell?
