Holy Shield vs Consecration What's better at level 40?

Hi, been leveling as Prot all the way to 35 when I decided to give Ret ago, It’s fun but I’ve decided to go back to prot at 40 but wasn’t sure if I should skip Consecrate to get Holy shield straight away or stick with the original build of 11 Into holy for consecrate and the rest in prot?

If anyone has some input, would be great.

holy shield does 260 damage per 10 seconds if all charges are used.

consecration at 40 does 192 x 5-10 mobs per 8 seconds.
