well it was kinda expected , it worked that way up untill ether MoP or WoD when they finaly introduced Honor points /justice points/ etc wipes at next expansion start
remember in Cata you coud farm 4k honor and 4k justice and buy 2 items right after you dinged so its nothing new that you can farm 100 marks from every bg and honor cap in pre patch
