How long time does it take to come from 1-15?

Hi there.

Haven’t been playing for +5 years and want to try the new expansion. More specifically, I want to run a dungeon with friends.

Therefore, I’ve heard there is some instant level 20? is this true? otherwise, how long time does it take to come from 1-15?
