After suggestion I had speced From Arms to fury for several levels, eventually a few days later at 31 I decided that I really missed Tactical Mastery (keeping 25 rage when stance dancing) so I speced back to Arms for a painful price of 5g which was more than half my gold.
how often does that damn bleeder of a class trainer reduce the prices of re specing? is it a weekly thing?

It goes up to a max of 50 and then gets lower over time, not sure how fast this goes.
But it will go to a minimum of 10g once the cost goes over 10G it will never drop below it

Once you hit 50g, it goes back to 10g, with a 10g drop per month starting 30 days after you reach 50g.
main reason why double spec was added later on 
to be honest that cost would not had been sucha huge deal IF only the auction house selling prices were not so abysmaly low
I’d wait it out. All servers are basically new, and outside a certain % having the gold, the majority of players don’t yet. Economies are starting to establish themselves, so just give it some time for the gold to start circulating.
As far as I remember, originally, it started at 1g. Went to 5g with your second respec, and increased 5g per respec up to a maximum of 50g.
Every month the respec would drop 5g to a minimum of 15g.
