so on this toon, I have engineering and inscription. I now have inscription at max level. What’s the way to learn all glyphs ? I could find guide for Legion and WoD and the glyphs are learned through research… is there something available in BfA to learn all glyphs from legacy content ?

You need to make or buy the glyph in question and then use it. Note you probably can’t have all glyphs active at the same time, as there are multiple which make changes to the same ability and thus if you learn the second one it will just overwrite the first. Not sure what else to tell you. If you have max inscription from the previous expansions and not just BfA you should be able to learn the recipes.
I only have BfA inscription so I guess that I should also inscription from all other expensions in order to learn all the glyphs

Yep, go through each expansion’s trainer and materials and recipes, that’s how you do it. There is research at each level of content to unlock what isn’t gained from a trainer or other source such as mob-drop.
Not really, it’s the way it’s always been. You can’t make a Netherweave chest piece using Tidespray Linen for example, so if you want to make a certain thing you have to train it right and use the correct materials.
Scribes have it easier though to be fair, buy a whole bunch of Roseate Pigment from the AH or mill it from legion herbs and you can use it at the Ink Trader to trade for old world Inks, it’s by far cheaper than buying the old-world mats on every server I’ve come across.
