Marcus Jonathan is supposed to be on a horse there and he is gone. A moment ago he was on the left side with some soldiers kneeling and I couldn’t interact with him… wtf?

I’m having this issue too.
Its a part of the event after escorting marshall windsor out of BRD, will fix it self after some time

Someone’s doing the event for Onyxia attunement. Have to wait until it’s finished, I think the event usually takes about 10 minutes. That said, at least on my server lots of people are doing the questline at the moment, so you might have to deal with multiple people starting the event one after another.
