Basically Blizzard. They create something as an expansion feature and forget about it in the next one. Your idea of heirlooms sounds great. I would settle for every slot is a heirloom only to not have to worry about it during leveling xD.
But they could do so much more… And they also should!
I would like to see heirlooms take on 1 to max levels right away. No more of this 1-29 then upgrade and upgrade again and again and again.
Even if it means that the price has to increase.

This is the only way I’d ever be interested in upgrading my heirlooms again. After the XP boost was removed I just stopped bothering.
Remove heirlooms.
EDIT: Or make them XP only - stats equal to green items - or just make them a +XP shirt.
Heirlooms can be enchanted…
I can’t see XP boosting making sense for established characters that are going into a new Expansion; levelling doesn’t take as long as it used to 10 or more years ago - new characters, maybe, but the game has imploded enough, to accommodate new players, as it is such that XP boost is pretty much redundant.
Maybe just me and not having a socially productive/beneficial life, but just my observation.
Just don’t use them…
Just don’t use powerful spells you dislike.
Just don’t use flying mounts.
Just don’t use portals (even if there are some locations that are unreachable without them).
Just don’t use Covenants.
Just don’t run your dailies.
Just don’t get reputation with important factions.
Just don’t run Torghast for legendaries.

To sum up the point: Not using really powerful things that everybody else is using, potentially even using against you, just because you don’t like them is often not a good option. You’ll be run over.
And so it is if you level without heirlooms. And honestly, poor new players. It’s not a good experience for them for everybody else to be 3-4 times more powerful in dungeons and humiliate them without even trying.
We don’t get to use heirlooms at the start of expansions, we only get to use them late on in expansions so that is of no consquence.
XP boost is very useful and beneficial to levelling and my sole interest in heirlooms.
Good, as they should. You shouldn’t have an even bigger advantage over newbies than heirlooms already give.
eh they was nerfed in the first place because to many whiners with low intelligence whined that they made the game to easy and apparently was incapable of simply not using them for some reason and had to drag the rest of us into their insanity heirlooms used to be amazing now their not even worth buying
Look… it’s the players’ individual choice to use things that the game makes available, but if you do use them in a hamstrung form (your comments) - then complain about, rather than observe, changes - that’s on you.
A long running game, like WoW, requires adaptation to how you play it, even to accommodate what the game’s creators do to make the game less stale.
If how you play WoW requires you to use aspects of the game you don’t like, because others are better at adapting to a change than you are, then that definitely says that it can be done… it maybe just requires more adaptation than you thought (worst case, are prepared to make) to match said others.
As with most things in life, sometimes others are able to make better use of change than you… it doesn’t make you weak, it just take re-evaluation of your processes.
I’m perfectly happy with the game as it is; my adaptation allows me to continue to play the way I want… no-one said any given change would easy to accommodate, it just takes more or less time than may have.
It should be reworked to work on all slots and in all level brackets, and not just in few. That implies rework of leveling professions as well.
Since leveling is ‘flex’ these days, it might be good to merge all pre-SL professions into one bracket with flexible materials requirements.
Id rather get xp boost than stats boost. Everything dies so fast, to me thats kinda boring while lvling. It would be perfect if leveling was a bit harder but due to xp boost from heirlooms it would take you same time to lvl or even a bit shorter. new players will need to learn a bit more about how to use their cds. And leveling will stop being this semi-afk half-brain zerg
