Came across someone posting here with (what I thought is) an inappropriate character name. How can I flag them for an investigation/name-change if a)their armory is hidden and b) I don’t have a tcharacter on the same server they are on?
I would use the report option on their message.
Blizzard support seem to suggest that is the best route too:

Thanks. I’ll try that but it doesn’t give an option to input the reason for the post being flagged. The post itself is fine so Blizz might not realise why it’s flagged. The player is using the name of an adult film star for their toon.
I think you just flag it as inappropriate
Or you can just not care, stop wasting your time on that and attend to more important matters ? (providing you have any)

Finding new names now have just gotten depressive… Half are already taken and the other half have slowly been added to a mature filter.
Well now this peaked my interest 
who could it be…
You can visit their armory regardless by just searching for the name and picking the character from the list.
Sticks and stones may break my bones but a WoW name never hurt me.

Will it actually do something?
There’s even weird filters on pets, can’t name my gorilla Chief because it’s “reserved”, I have no idea what that means
Anythig like chief of prince/princess the likes will not get allowed. I tried to call my panda chungking and got that not accepted notification. Im sure it was because the word king was in that name.
That doesn’t actually explain why names like “Chief” and “Ace” aren’t allowed, it’s just stating that they aren’t.
My gorilla is the top banana and the world must know!

In case they want to use the for their NPCs. That is what i have gathered from being a longtime forum user.
Wouldn’t that just mean that you couldn’t use any name, even then I still don’t see a reason that a random quest giver or jobber having a name makes it unusable for your pet, player character I can understand but not with pets
I have named my hunter pets after NPCs ever since vanilla. In vanilla even I managed to cause damage meters to go nutcake due it abd cause boss mods to go haywire, when I called my pet ragnaros while in ragnaros encounter. heck my pet caused my bossmods go nuts also outside raid. i might have even screenshot of it…
