Does this → Technique: Mark of the Regal Dredbat ← only drop for inscripters ?? or is it a drop for all ?

Despite being BoE, it is tagged Smart Loot and therefore only drops for Scribes who “don’t already have the recipe.” Which usually means the recipe drop is unique and only drops for Scribes who have yet to learn this Technique.

Thus, it is technically farmable for Scribes, but once one have dropped it needs to be sent away/traded/sold in order to be eligible for another drop.
