Insignia of the Horde Bug

Zug Zug,
I got Grunt rank and on my honor tab I see that I am rank 2, so I
went to Orgrimmar and bought Insignia of the Horde and Scout tabard but I cannot use
either because ‘‘Rank not high enough’’.

Is this a bug or am I missing something?

I think you just need to relog, others had the same issue.
