Instance lockout's account wide now? (Classic Era)

Correct me if I’m wrong but I don’t think that this has been a thing in the past.

I do 5 runs of a low lvl instance to get an important piece of gear, then after 5 runs obviously you get locked out within a certain time. But then I relog back to my other char and do the same, but that char is locked aswell.

Is this account wide now?
