Is Dire Maul Red-Non Agro A Bug?

Tribute run once completed the mobs in the instance -most of them- will not agro new players who were not part of the original party (usually a hunter solo). Which in turn allows hunters to sell the buff with no need for invis pots at all.

Is this working as intended or a bug that carried over from Vanilla and was never addressed?

The first part makes me think that the question you ask is not sincere and you’re very likely just annoyed by how hunters are able to ‘sell’ the DMT instances more efficiently. And likely this hunter is a competitor.

However; yes, it’s a bug: As some npc’s are still hostile (such as eyes and some ogre packs) while others aren’t. Blizzard probably doesn’t see this game-breaking enough to (take the effort to) fix this. And rightfully so.
On my server it actually is a daily realm-wide effort to share these instances regardless of guild, with portals and lines forming in front of the entrances and (nearly all) people abiding to these unforced rules to make the buffing easier for everyone. For me it’s one of those unique community efforts that I stick with me whenever I will think about Classic.
