Since elune created or (d)evolved (depending on you point of view) the first elves from which all other elves decent.
Does that make her the goddess of all the elves.
Does she gets dips/rights on elven souls?
Would other elves lissen to elune?(assuming she isnt threatening them offcourse)

Nah. She is absolutely nothing to the Quelâdorei, Sinâdorei and as it seems from their dialogue, Shalâdorei. Presumably therefore she is nothing to the Renâdorei.
Its just the Kaldorei who have a thing for Elune. Thalyssraâs dialogue makes it plain that she doesnât give two hoots for what Elune thinks.
I got the feeling in the Suramar questline that the Shalâdorei had some sort of vestigal cultural attachments to Elune, with this own statue here and there, maybe an old temple rarely if ever used. Maybe they have some elune(ite)? traditions left where the reverence has disappeared and only the symbols are left.

I mean elune seem very random in her behavior.
After the Highborne got banished from Kalimdor they lost their faith to Elune, they stopped worshiping her, and abandoned the Kaldorei customs as such they shrunk in size,they lost their nocturnal instincts and muscular shape,their eyes changed in color, and they could not longer rely on the Moon Goddess. It is clear that only the Night Elves worship Elune, maybe some druids do? Some Zandalari Trolls worship her, however they are an independent faction that remains in their moonkin form and are considered heretics by the Empire and I quote ''What they worship is no Loa ââ.
With the miracle in ValâSharah as well as Darkshore, Elune has intervened directly for countless heroes,adventurers, and leaders to witness her grace, it is highly likely that many other races will start to worship her or seek her guidance soon.
The elves burned all their bridges when siding with the Horde. As Darkshore shows, Elune plays favourites. Possibly upsetting to the faithful of Suramar, but their choice was made for them by Thalyssra.
Elune is hinted to be many things, but truth is we know absolutely nothing about her. It is suggested that she could have created the Naaru, but she also has a vengeful dark side; She is powerful enough to create constellations on a whim, but her chosen people on Azeroth receive uneven, to say the least, direct help from her in their times of need. She empowers the night elven priesthood to the point of the night elven society being a theocracy (thus it is implied that she rewards worship), but doesnât give a rats backside whether night elven offshoots worship her or not anymore.
Whether by intention or accident on the part of the writing team, she makes absolutely no sense as an entity, and that is actually a good thing for once. She is the last true mystery left in the setting, and trying to âexplainâ her would be a colossal mistake akin to what they did with the Titans, the Old Gods and the cosmological map nonsense.
So no, she is not the goddess of all elves, she is the goddess of only the Night Elves because reasons.
Elune has been shown to mostly be a âdistant deityâ and very rarely is directly involved in Azerothian affairs. Even up to the point of allowing a genocide of her âchildren of the starsâ. Of course, the consequence of the MOON turning Darkshore into a darkened zone was obvious. But she could have stopped Teldrassil, there is no reason to believe she lacked the power.
We know that Elune still grants power to ghosts who worship her still, in the Tomb of Sargeras, that or something very similar grants them powers (but Elune is more likely). She is very much aware of what happens around her worshippers given the Xalâatath interaction with the Sisters of the moon area, ââ My mistake. It seems the upstart goddess still holds sway here. My personal opinion is that she keeps an eye over all the Azerothian races. We know that if a non-Night elf so chose to worship her - that would be accepted, if we go by the Zandalari troll example mentioned earlier. But she is not wrathful towards elves who do not worship her. The demonstration of her power at the Temple of Elune in Valâsharah leaves me in no doubt that it is well within her capability to disrupt the Sunwell, and other major power sources/wells. I get the impression of an entity so much more beyond anything else weâve met, that âpulling their punchesâ would barely begin to describe her potential.
Perhaps it is disdain or simply that she has bigger things to worry about, that she keeps a long distance.

Shalâdorei is a bit tricky - even though Thalyssra doesnât give two hoots about Elune, it doesnât necessarily mean all Shalâdorei Priests from Suramar arenât/werenât former Priests of Elune.
Now for the controversy where the female night elves get their scythes out, but Iâd love it that if the Shalâdorei did indeed worship Elune, then it was a male order, with few female members.
Elune is on our side, puny Elf. It would be really stupid if the Nightbprne would worship Elune ifafter all. Afaik we doesnât saw any temple in Suramar.
Temple of Faronaar would beg to differ and the Tomb of Sargeras, which is located just across the water from Suramarâs inner city, is located just across the way.
Well it is speculation and due to the small references towards Elune in the Suramar zone, that detail the Nightborneâs past - it does throw the question in.
However, in all fairness, Iâm happy with the way the current Nightborne lore is. They havenât lost their thing with being Mages. They are the telemancers, the leyline folk, the arcane bubble people.
The only layer we that we will see in 8.2, due to the interview on polycon. com will be the Nightborne revisiting their former monarchâs home.
