Either remove the faction barrier altogether, or keep it as is. Don’t half-a-- it, don’t make up new factions.
The game can work perfectly fine as is if you remove the faction barrier. PvP could simply work either based on previous allegiances (so it remains humans, night elfs and such on one side of a BG, and orcs and tauren on the other) or it becomes FFA and you can slay anyone in open world.

I can see something like that happening after Shadowlands. They already said that they are going to mix things up at a high caliber… if they don’t it’s clearly a missed opportunity. Also, they don’t have to keep it that way forever. Just see how the playerbase react to it. If it’s not received well just fix it with the next content. Definitely worth a try imo. Crossfaction raiding, bg, arena, m+ sounds pretty good.

I agree I think they will remove the factions and have civil wars during stories to help faction pvp make sense
