So far i think the only 2 specs which are better overall are fury and mm hunter.
All the rest seem to be worse than their legion counterpart.

I was considering using arms as my main alt at the end of Legion, tons of fun.
Then BFA happened. Hate it with a passion now.
Imho I prefer BFA Arms even though I liked both versions in their own way
In Legion Arms Mastery increased your Colossus Smash dmg while Mastery in BFA gives Arms a DoT
From Legion to BFA they clearly made Mortal Strike significantly weaker dmg-wise (but gave it a DoT) and made Warbreaker significantly stronger (from being an AOE Sunder Armor to a big dmg AOE Sunder Armor) and also gave Bladestorm a DoT which is insanely good
In BFA they took away Opportunity Strikes and Cleave and added Overpower and Sweeping Strikes
Also Rage generation has been improved in BFA - back in Legion for example you sometimes had to move/leap away -> charge just to get some rage because otherwise you were an Auto Attack Andy
Tactician was changed from giving you Colossus Smash (and Mortal Strike) Proccs sometimes -> giving you Overpower Proccs quite often
Both versions have different strengths - in Legion Arms Warriors were stronger in Single Target and in BFA Arms Warriors excel in AOE/Cleave situations
But in both Legion and BFA Arms Warriors were/are generally weaker than Fury Warriors besides some exceptions like BFA Season 1
Just some impressions about this topic
Warbreaker was stronger in legion purely because of the fact that colossus smash was stronger.
It also was baseline, did not replace colossus, and dealt about the same damage in shadow damage compared to bfa warbreaker, the cd is slightly lower though, so it does do more damage overall.
Bfa burst aoe for arms is pretty insane though.
And one last thing, i feel like i am more auto attack andy compared to legion with arms, in legion with good haste, i had practically no downtime, although i played fury for 90 % of my warrior time, because it’s just better.
in legion arms + fury got HUGE executes (+traits on legys for that) … now its weakest ability…

Theres an azerite trait in BFA
Triplestacking it makes Warbreaker damage monstrous and combined with the Cooldown reduction (Anger Management) Warbreakers cooldown goes down to like 25 secs when you are fighting
Unfortunately I cant see your warrior so Ive no idea how it could feel like an Auto Attack Andy or give you any advice but I guess maybe you dont have enough haste or wrong enchant
Arms warrior is one of the worst melee, if not the worst melee OUTSIDE of arena.

Arms is mediocre (at best) in arena, and trash at everything else. Don’t ever try to win a world pvp 1v1 against any class with any spec or play random BGs without pocket-healers, you will just get destroyed. And even then, their damage (which should be great because they have no self heal) is just mediocre AT BEST compared to other classes. I am not exaggerating here. In PvE, arms is outperformed by fury by a long shot. Usually arms is just a liability than an asset.
Not nearly trash at everything else
DPS Warrior seems to be Tier 2 in M+ atm and probably one of the highest damage specs in M+ and AOE atm
Arms is bad in WPvP so what?
Fury is also bad in World PvP for example (does that make Fury automatically a bad spec?)
If you want to play seriously in PvE, you won’t get azerite traits or gear for arms since fury is better in almost all situations, m+ and raids. Fury outperforms arms in world PvP too because of mobility, healing and raw damage. It’s good in world PvP, not comparable with ret paladin, rogue or druids, but fury is still miles ahead of arms in that department. The fact that you need a lot of healing as an arms warrior makes fury the better choice in random BGs as well. Concluding, arms is mediocre (AT BEST) in arenas, and extremely bad at everything else.
First sentence makes no sense
You can just switch Azerite Traits in the transmog house (and both use the same secondary stats afaik)
In M+ you can also play as an Arms Warrior, the dmg is pretty much the same if you play good.
Arms is ofc weak in WPvP but Fury is too if your opponent has a brain.
And Random BGs and WPvP are pretty much irrelevant, nothing you judge a spec of.
It might not makes sense to you, but if you want to buy that specific azerite piece with the traits you want, you are going to buy the one that supports your fury spec if you are smart and serious about PvE content - especially if you are in a guild that expects you to play the best spec and get the best gear for the raids. I hope that explains it. All your other statements essentially support the points I made.

The one that costs like 4 times as much as the random azerite piece?
And yeah if you care about and judge a spec by playing WPvP and RBGs then dont play an Arms Warrior man, no matter what the expansion is called.
Why compare to Legion?
Why not compare to ALL previous expansions? Legion arms was dog compared to any previous iteration of the spec. Literally.
Just because BFA is the low of class design doesn’t mean Legion was much better. It wasn’t.
You are correct actually, i didn’t really play warrior much in bfa, i’m levelling it right now i just remembered that in legion i have practically no downtime.
But if you say that’s the case i trust you, although it doesn’t seem like it exactly increases the damage of warbreaker, it seems it increases your strength, for every 10 rage you spend during war.

I am talking about legion because i do not have any prior knowledge about the RETAIL game, i did play on some private servers when i did not have the money so i have played wow for quite a while, but not on retail, on retail iv’e been here for about 3 to 4 years, a bit before legion started.
Although so far every spec i played i preferred the legion counterpart, aside from fury and mm hunter.

Yeah when it comes to the Auto Attack Andy thing I got a funny story about that
Once my brother (rogue main) was testing Arms Warrior on dummies and while he was fighting he ran out of melee range and charged the dummy again (a very well-known historical warrior trick for rage generation because Charge generates rage) while he had attacks like Skullsplitter and also Slam ready
I instantly had oldschool flashbacks of me having to do that back in the day and told him that he didnt have to this in BFA and that Skullsplitter was ready etc.
He just told me that it was a thing he always saw Arms Warriors do in previous expansions
Neither Legion Nor BFA are good versions of ARMS by any stretch of the imagination… Tier 13 arms was where it was at.
Every arms players who not understand that the legion execute phase was the best thing in the game should go to other forum section, cuz they are not a true arms. Compared to bfa, arms 7.3.5 nearly perfect balanced, except AM talent, cuz it was adapt for t20 and didn.t apapt back for 21 that made it unsuitble.
I use to enjoy the massive MS in legion, i thought we’d get it again in bfa through traits, but it got removed
