In Legion Remix, some ensembles are already marked as known for me, so I can’t learn them, but they contain items that look the same yet have different IDs. The system only cares about appearance, not item ID. However, when someone who can actually buy the ensemble does so, they receive all the items from it.
I got everything throught real effort and dedication and I end up being punished.
Having the appearance is all that matters though.
Who cares about some technical back end code.

Do you mean the fact that the ensembles that are only restricted to armor type and should award appearences for all classes of that armor type like the Panda Remix sets did, but being “already known” you can’t learn them so you are stuck with the strickly class-locked appearences you had before? I’ve noticed this too, but couldn’t verify if I can learn them yet as I don’t have enough bronze right now. You’re saying they aren’t learnable if they are marked with “already known”? Because that would be a big collecting issue with the event.
Convince DfA and ATT authors to completely disable and make +item source ID information inaccessible and not counted.
Until then some collectors will be affected and have issues with this.
This is a long lasting bug with ensembles. They fixed it for MoP Remix and most likely will do the same for Legion Remix, but Retail is still affected for now.
I just maintain a list of ensembles already learned and not awarding all the appearance sources, you don’t want to see how long it is 
It might not be just code, the original sets appearence is class locked and the Legion Remix ones should be just cosmetic items that are armor locked only, aka you can wear the pala gear look on a dk and vice versa, that’s how the sets worked in Panda Remix.
If you can’t learn the Legion Remix sets, you are stuck with incomplete sets on other classes of the same armor type, aka the pieces you could get before with the same look but that weren’t part of the set, and the missing pieces that were class-locked remain that way.
Or just don’t install the addons. The game becomes fun.
This is the bug that was in MoP remix aswell.
It also persist in ensembles you can buy for Undercoin. Not only you’re not getting all appearances you’re not getting all ID’s aswell.
Hopefully they fix it.
Or you can not tell the collectors how should they play the game.
OP is complaining about how the back end of the game is designed and how that affects collecting.
Turning an add-on off makes all the problems go away.
