Ion doesn’t make the game, afaik. Besides he will say whatever the higher ups tells him to say. They don’t want a faction merge as that’d give 'em less money from faction changes. They just use the ‘‘Core of hte Gaem’’ as an excuse.
They would make a huge amount from faction changes if they implemented faction merge, all the Alliance players who have moved to Horde would go back to being Alliance races. Plus the min maxing community would be changing to whatever the bis races were.

Players don’t get to see much of the diplomatic work, but we have gotten clues in cinematics and story telling quests that the head of the past-Sylvanas Horde and the head of the Alliance wants far more than simple coexistence.
The bond between the faction figures have strengthened by the Maw introduction we all have been through, and now they minus Anduin are hanging out in Oribos/Korthia together for over a year. While they during all this time simply could have taken the portal back to Azeroth…
The Horde was heavily split when it came to the choosing sides with Sylvanas/Saurfang in BfA. It’s never that simple.
I’m not saying storywise they couldn’t work towards removing the faction war. However the Horde and Alliance have never truly been Allies, we just work together when it suits.
I feel like the players have proven themselves to be fairly neutral in general. Sure, we can’t always decide to stay neutral due to story being made into what it is. But we’ve always been there, and worked with the alliance (and neutral factions) without a care.
If anyone should be allowed to be neutral 24/7, its the players.
Exactly so far the players are the ones who lead the narrative story, without the players there would be no story, past has shown us that us the players can actually have a good relationship with each other, but at the end of the day it’s just the writers who keep denying the players wishes as you can see what’s happening in this expansion.
I have seen no evidence that players have proven themselves neutral. Quite the opposite. Many have strong feelings.
I mean more from our in-game actions. The players don’t get to decide everything.
If I was allowed, I’d be neutral and wouldn’t have joined any side during BFA for example. I’d dig dirt and eat bugs in Gorgrond instead.
