Level req. for talent respec?

Hi quick question, is there a talent requirement to respend talents?

I went to the trainer in the Moonglade (Druid) and the only option was to learn new spells, no option to respec. I’m currently 22.

Something wrong, or as intended - if so what is the level?

you can respec at any level, not sure about the moonglade trainer but I definitely could respect in TB.

I actually did not know this. Interesting. Is this based in lore, that the druids from Moonglade are like “you were set on this path and now you have to stick to it”, while the Darnassian/TB druids are more like “yeah, you do you”?
