Quest " Siege of Boralus: Lady Ashvane’s Return"

I dropped this quest as at the time I was unable to get into Mythic, but now I find the quest needs to be completed for “A Nation United” so I can unlock the race Kul Tiran Humans, and it is now a Heroic Dungeon, but I can’t find the Quest anywhere so I can re-take it.

I run the dungeon with out the quest but as expected did not get the Achievement

Any Ideas?.

I think you get it from someone around Proudmoore Keep, I can’t remember if its Jaina, Katherine or Taelia, have a look around.
