Just gotta wait for people.
Some are stuck in queue because they have to take out mail before they can transfer.
Others don’t want to transfer because they’re scared the realm won’t be populated. Which, ironically, is what they themselves contribute to the most by keeping that mindset.
Others are just being careful so that not literally everyone moves at the same time and manage to get that new realm overpopulated as well.

Damn, the gnome/dwarf starting zone on Zandalar Tribe is almost empty. it used to have hundreds of people a week ago.
I think we shouldn’t be worrying so much about this. Let’s take this opportunity to do some quests, farm some gold and meet new players. The pop will eventually get higher and everyone will be happy. As someone in the realm said. Blizzard will not allow this servers to be low pop. They will let the free transfers open until this realms get to medium and then high pop. Let’s wait and enjoy our time!
It will start to grow once players can make characters on the realm
The realm is not locked. Players can create new characters already. I’ve been seeing some low levels players walking around, so that’s good.
Unless there is massive migration then blizzard cannot release phase 2, no layoring = crashed servers. Gehennas will probably not be ready until they let people move to other realms.
They will probably wait for peoples first monthly subscription to run out before taking any more action.
When you see one be sure to give him a gold and a bag.

Why in the world would you transfer now?
Maybe in the first 1.5 weeks when it was a 4h que at 12:00.
Now im playing on Morgraine and there is barley any que. And if there is, it takes 1h max. Would never transfer to a dead server, and the que is not a problem anymore anyways.
