Bunch of threads about this problem, many people are facing this issue FOR 10+ DAYS NOW!!! And what we get is ONE damn bluepost with no ETA… THIS IS PATHETIC, FIX YOUR GOD DAMN LAUNCHER
They Dont Care. its so simple i have been trying for 2 weeks. all i got yesterday after waiting hours was we know there is an issue we are working on it! why cant they just remove the update that caused it? i have both silicon and intel macs and its the same on both. i have tried all the fixes and go arounds and nothing works. my thoughts are blizzard take the system back to when it was working. stop tinkering with things that dont make a difference to the game so people can play.
game time lost, most likely kicked out of guild for no show and everything in auction house and post lost as i was away beofr ethis happend so i have been unable to play for nearly 5 weeks. but wont compensate my character cancelled subscription. sent loads of tickets. they keep closing down threads complainging about it and they dont answer.
EDIT: I’ve removed my previous solution because I’ve concluded that whether it works or not seems largely a matter of luck. It appears that when the Agent.app behaves unusually or encounters an issue, there’s a slim chance that the game will be downloaded and installed without any further problems.
I happened to be lucky when I just tried it on my old 2012 iMac running Catalina (instead of my Apple Silicon MacBook). I experienced first the same issues, but later it worked, likely because the iMac’s slower speed caused the Agent.app to halt operations within the correct timeframe, resulting in a successful download and installation of the files.
So, there’s no need to meddle with folder permissions or full disk permissions. They won’t solve the issue. The key might be to terminate the Agent.app at the right moment, although I can’t specify when that would be.

The key seems to be having some pre-existing WoW game files installed. For example, if you have the WoW Classic files already located in the World of Warcraft folder within the Applications folder, Battle.net should operate without issues. The problem arises only when you try to install WoW from scratch.
If anyone needs the files, I can provide a download link from my server. It only includes WoW Classic (around 5GB). After unzipping the folder, you simply need to place it in the Applications folder, and then you should be able to install any other WoW version.
It already worked for Dmeatraw, without any issues.
Thank you for the reply, but, unfortunately, it didn’t help me to solve the problem. I also tried other suggestions from other people on Forum but ended up with the same result - failure

!!! SOLUTION !!!
People, a solution is here! It actually works! Girodo, a person replied here, shared a folder with already downloaded WoW Classic version of the game (up to 5Gb folder) and there what I did to make it work:
Installed Battle.net
I didn’t give it some permissions to Full disk access or anything, the only permission it has is App Management by Agent (by default after an installation of Battle.nett app)
Closed Battle.net app
Put the folder with WoW Classic into my Applications folder on MacBook
Opened Battle.net app
Went to WoW Classic tab and located the game folder manually
And after doing so my Retail version started to update and it went through initialization and started to download the game! I suppose, if it doesn’t start to update/download by itself, try to click the Install button manually and it should work
I’ve discovered now which files are really needed for Battle.net to function properly. In the Application folder > World of Warcraft > Data > indices, there are thousands of files (450MB) that are unreadable for me, but are essential for Battle.net to work and, for example, install WoW Classic.
It appears that once the game files are in place, Battle.net operates smoothly. The issue seems to lie primarily with downloading the game files from scratch.
So, I’ve made these necessary files available for download (450MB)

I don’t know why this patch, which obviously exists already, was not pushed to the non-beta client. thousands of people who try to install WoW are stuck on mac with a generic error already solved in the beta client… PAYING CUSTOMERS

There are several posts about this, I tried every fix that works for some.
Mine started working after switching the client to Beta, reboot application. There will be a green arrow on the beta logo on the battle net client. Press update there and the game will start downloading (in my case)
I did re try this method but suddenly 1 time it worked, I also have Agent/Battlenet on application and disk acces. World of warcraft folder /application/warcraft has read/write with my own account already set, i pressed to change or add acces to sub directories.
Note that it suddenly started working after a few tries so not sure if this was actually the work around.
Oh well I was going to download and give WoW a go as I have some spare time over the next few days. Needless say having multiple Agents running and trying to eat up 100% CPU each and then that error message resulted in my just giving up. Looks like I won’t bother renewing my sub in 4 days time too.
Leaving a comment to confirm that I got my WoW client to update by enabling Beta. Yesterday it worked fine, but had to switch to Beta today for it to update.
When I installed WoW the 1st time on my M1, I had to copy some of the files I’ve read about on the US forum from a different WoW installation on a different machine as the battle net client never started on my M1 no matter what I did (CPU throttle + deadlock. Most likely some BattleNet Client Dev managed to release this without proper system integration tests), I guess QA at Blizzard may not be of a high level.
Well I decided not to give up and found a solution on the US forums. Thankfully I have Parallels installed so I was able to commence a download of the Windows client. I stopped the install once it started updating and then copied over the Data folder in the World of Warcraft directory into my failed Mac install directory. Restarted the launcher and hey presto - download started as it should have in the first place!
The US forums state that you only really need to copy over the indices folder contained within the Data folder but I copied the whole folder.
Nice to see only one instance of Agent hogging up my CPU time too.
