So i know its probably asked a million times but i just wanted to be sure about it, i’m leveling a rogue level 90 and i want to ask is there any way i can get any of the mage tower appearances on the artifact weapon (outlaw rogue) or i can only get appearances in artifact weapons i have already unlocked during legion? I don’t care if its the first one or the others that need other quests to be unlocked.
Nah, you can’t transmog appearances on an artifact , only on other weapons.
Mage tower appearances are no longer obtainable;
However if you did unlock them during Legion, you have the skin unlocked for all of your (same class) characters.
If you unlocked the skin on another rogue of yours during Legion, your Dark Iron Dwarf can use the skin without issues.
Some are spec and/or weapon locked though.
And of course you can transmog the artifact skin of your choice via transmogger for your regular weapons.
Except it doesn’t.

I had to log on and check, the ally monk uses regular weapons not artifact.

I can’t xmog the appearance my Tauren Druid unlocked on my night elf Druid unless I equip a regular weapon.
As mentioned Mage Tower isn’t available anymore, if you haven’t gotten a base skin you can’t unlock any of the mage tower color variants. All other appearances can be unlocked still.
You can’t transmog artifacts into artifact appearances via trangmos UI. You can only change their look using the Artifact Forge in your Order Hall, appreances in the forge are character specific.
You can transmog other weapons in artifacts if you are level 98 or above unless you use wands.
