After making a macro you gotta logout the game properly or it wont save. If you disconnect or alt-f4 or whatever it wont save them.
Entire interface broken due to addons it relies on being broken, no talent trees, half of pet abilities missing, all macros removed from action bar.

I wonder if it’s due to them making fundamental changes to the game’s inner working as they prepare to bring WoW tokens to Anniversary Realms?

They are regularly updating core client and server engine for classic versions, using code from retail version. These updates involve porting classic code to the modern core.
It is expected that some addons have to be updated to continue working with changed API. If addons you use don’t provide timely updates, you should consider to replace them with addons which are better maintained.
With little development and testing resources allocated for Classic games, sometimes bugs slip unnoticed and users will need to wait for a bug fixes.
