Celebras does not spawn after the patch, can you please fix it

Yap same Experience tonight
Well, atleast it was for a good cause! I mean, can you imagine the suffering caused by the male/female button at the character creation? Atleast now the world is a safer place.
The quest NPC didnât spawn for the group I was in twice in a row. So we were not able to make the scepter.
As always everything they touch turn to excrements.
