Imagine thinking mythic + dungeons give higher ilvl gear at 20 then at 15.
Your argument is so flawed it is funny.
Doing 20s is IRRELEVANT when the gear is maxed out at 15s.
It was simply something to show how bad of an argument it is.
Some people do not want to raid well some do not want to do mythic + does not change that you have to do it still.
It shouldn’t be maxed out at 15, that’s the ENTIRE point.
That is why there should be a seperate gearing system for raid, M+, pvp. So these modes do not depend on each other, and also do not weirdly influence each other by grinding gear in A to perform in B.

if I will not be forced to do M+ in order to not lag behind in raids I’m happy with this.

Who says that? I was in mythic this tier, but did the least amount of m+ overall for the same tier, as it was not worth my time and nerves unless I wanted stuff for pvp.
But even if I really wanted to I never, ever mistake my personal drive with “blizz said do that”, which is the case for SL and god damn if I hear Ion say one more time “we want you to” I will cancel my subscription and submit a query to my local costumer protection for refund.
You still will, you won’t be able to gear through raiding alone. 
That seems reasonable solution, until the people that do all of the activities anyway start “My bags are full with 15 sets of gear”

Inside the dungeon? I believe some gear can be switched in SL, but can’t remember exactly what pieces.

You are going to be that person ok.
You do not have to do any raids to do high mythic + that is a choice a person make that makes them able to do higher mythic + dungeon levels overall.
That is not what you are saying. you were just saying that 15s should have higher item level then heroic raids, now if that you mean that is fine but there has to be a point where mythic + gear has to stop raiders will use that to get advantages in raids.
So if it did scale forever that would be bad for the game in other places in the game.
Yes, I will be that person, because you stated raiders, now you turn it around to m+ again. If I am not interested in m+ outside of guild activities, I simply won’t do em, and the carrot “but you can do more m+” is as appealing as putting another blade on the my hand grip.
This entire change is so guilds can’t funnel heroic gear right away.
I don’t think heroic raiding should have a higher ilvl than 15s in the first place, but i’m fine if 15s stay like this but 20s reward a higher ilvl.
I’m not fine with my ilvl being worse than someone does heroic raiding while I do 20s+
I’m also fine with m+ gear being worse than raid gear in raids.
This change heck’s over everyone but the 0.1% even though it’s supposed to make it worse for them and not everyone else.
And it won’t even work since the top 1% run multiple copies of the same chars in case of bad rng.
