Missing quest

I want to unlock the zandalary trolls. But i am stuck. I need a quest named “a royal occassion” quest =53831 in wowhead.

but since there are so many quest areas and I didn’t know what kind of quest this is I aborted it when I needed space in my Questlog.
So now that I know how significant that quest is. I would like to get it back. But I can’t find the quest giving NPC. It is not at the seal in Dazar’alor and it is not in Orgrimmar
How can I get the quest back.

Hi Chuthullu.

In order to be able to start the quest chain to unlock Zandalari Trolls, you will need the Achievement “Tides of Vengeance” which your account doesn’t seem to have unlocked yet.
