I can confirm that this issue was solved by our developers a few days ago, and that everyone received their Drop. 
There’s still a couple of cases being reviewed however.

I just reconnected my Twitch and Battlenet acc. Sadly i still didnt recieve the toy.
I claimed the reward 15 days ago on my Twitch acc. Is there still a chance i get the toy?

about a month ago i had an ticket where i was told the problems are gathered and collected to send them to the devs cause they are the only ones who can do something.
still nothing tho

yes but this was also about a month ago. i guess these couple of cases just need more time then i thought
If you read it then it says everyone who should have gotten it has.
It means those who qualify to receive it, should have and those who aren’t won’t get it.
