I can find lots of responses regarding Firemaw being the server for high alliance population but want to know which server would be best for horde. Purely in terms of horde population.
Firemaw is the biggest by far. It is a pvp server though, with all the dark arts and characters it attracts.
For PvE we have Pyrewood-Village, which has a niche but tight knit community with 2 guilds running Naxx weekly.
For RPPvE we also have Hydraxian Waterlords, with 1 guild for lvl 60s (correct me if I am wrong here), with a nice small community too. It is also the home of the hardcore challenge, so lots of people playing a different kind of game.

Firemaw cluster has the most populated Horde.
Please, don’t do this with those topics that unnecessarily spread fear. The balance between the factions is pretty good.
Moreover, the more the days pass, the more the slight gap narrows.
Faction balance on the Firemaw cluster:
1-59 : 45% H - 55% A
60 : 50% H - 50% A

Firemaw cluster is the biggest and most balanced. The Alliance have slightly more players on their side, but it’s negligible, really. Also, look on the bright side: more for you to kill as a Horde player! Or in my case, eat.

Thanks for all the responses! How do server ‘clusters’ work? I’m a little out of the loop.
A cluster is just a collection of servers - Firemaw, Ashbringer etc. grouped together.
All players appears as being on one realm: you can do raids, dungeons, be in guilds even you are on different realms.
The only visible difference is your name: it will be Cadaveira-Firemaw (i.e. the server name appended).
