Well, the title already says a lot. I loved doing pvp since years, achieving one thing after another. I became proud of my honor level, looking back at the times in bgs. Then, when I did my first bg on thursday, September 19 (A Wintergrasp with Alliance as defender), I saw that my honor level was not what it was supposed to be. Suddenly 353, where it had been 1022 two days before! I still have the achievements from bgs and pvp, like honor level 500 achievement and the according mount, and other achievements from bgs. I even have a screenshot that proves I reached 1022 at 22:48 CET in Ashran on September 17, 2024. And I am not even the only person with this problem. There are at least two other threads on this bug already. Lifetime honor level reset from 414 to 1, no resolution after two months of tickets and https://us.forums.blizzard.com/en/wow/t/honor-level-reset/1956047 . In the eu thread, someone said, that also he had this issue happening after a maintenance … And it seems to be an issue related to The War Within. Please, Blizzard, fix that issue. This thing happening to pvp is just disappointing.
I wrote this issue in a bug report too. Other players who read this and have the same problem with their account wide honor level, please spam bug reporting. This issue is a disgrace to pvp and makes me lose interest in the game. If Blizzard does not fix this soon, they might lose many players that only play because of pvp and what they have achieved with it. As if all those years were for nothing …

Sounds awful. I’m sorry that you are going through this. Have you tried emailing them directly? I would.
There’s a final achievement capping out at level 500 which could be used to verify the claim so in best case scenario you’re still looking at a potential 50% loss in progress equaling ~500 levels, that is if they are willing to do something about it at all, but recent precedent with data loss issues forced me into a much more pessimistic state of mind.
The only email they I got provided with by a gm when I asked to contact Blizzard in the past was one players get for in detail reporting cheaters, but I am sending bug reports every day anyway, as a gm recommended me. He told me, that sadly I am by far not the only one with the problem of losing many honor levels 
I have that achievement with honor level 500, but I guess that by the point they implement a fix (in case there will be one in the first place), I will have caught up to at least 500 anyway, because atm I am doing at least one honor level per day, a rate that I already had before that bug
And, just enter “honor level” in the us forums … they have multiple posts about this issue, which I find concerning
