If it is infact what they are saying I would suggest either taking them to court, or forward it to your EU parliament representative. The EU generally does not take lightly on that kind of excuse, and blizzard could risk having to choose between huge fines or simply being banned from doing business in the EU.
Even so, charging back the payment through a 3rd party still won’t give you any right to remain a customer.

That sounds like customer support knowing that 14 days refund generally doesnt apply, without knowing the legal reasons why it does not. It could also be that he just got told that it doesn’t apply in his case, and him drawing the conclusion that they don’t think it does not since they are US based. Good luck taking them to court or reporting them to the EU though, the gaming industry is in bad need of a clean up when it comes to customer service.
Doing that still won’t get his account back though, since he messed up charging back his money. His account is gone, he’ll either have to quit or get a brand new account where he uses a different payment method/cc.
How do you get a refund? You ask for one. I can’t see that being against the rules, and the banned until date is for a forum ban not a game ban. I had one with that date and it was revoked very quickly when I asked, so I call shenanigans.

ah well the thing is activision doesn’t give you the specific reason for the ban though, so they can later on change their mind and you can’t mount a defense or get others to support you. So automatic benefit of the doubt goes to the other party.
That said, I don’t know if this guy got banned on WoW, I’m stating you shouldn’t fear yourself in not getting a refund the nice way or the hard way because you’re afraid to get banned, really you’re better off without playing with such a company then.

They arent asking for a refund. They are using paypal and taking back their money after being denied a refund. Which every single company looks at as fraud, and will get you a permanent ban for doing so.
