The only thing I’m hesitant to buy is the belt enchant, I will use it eventually on bis belt tho. (did on my main already, for example).
And this is the only enchant I verbatim mentioned in my OP that is “too expensive” and “unnecessary”. 
I mean it gives you 106 stamina - it’s minuscule - won’t save you from one shots and doesn’t add damage but costs 9k gold? Haha

Maybe the game needs a guide with cheap enchanting. I didnt know about a weapon enchant for 90 gold till this topic, for example. And i have checked enchant guides on icy veins for example. I am for sure not putting a sophic devotion of thousands of gold on a 450 fully upgraded rift weapon.

I don’t know if it’s true for everyone but casual mindset is just that even if one manages to get to higher content. I won’t really bother to do so until I hit a wall.
Costs add up too, and I’m still saving for a Lightforged Warframe.

On topic, I don’t think it’s weird to expect people to have some basic enchants and gems in a heroic raid. Like Jaina pointed out tho, the game doesn’t point it out to you so I could imagine newer players being blissfully unaware. I completely forgot about the existence of gems and enchants with the profession overhaul for a while myself lol, but then again, I don’t do content where you’d expect it.
Doesn’t stop me tho, most of my characters have some basic stuff. Not saying no to an easy boost, even if it’s small.

I agree, and as OP said, the rank 1 enchants are very very cheap, apart from some special ones, but its fine if one is skipped.
An anecdotal update - joined a Fyrakk HC grp - a 483 ilvl hunter - missing 3 enchants - I confront him - he says “speed is useless”. I tell him - then get leech or avoidance - these are always useful. “nah crap stats”
Meanwhile mythic raiders are paying millions for BoEs with tertiary xD but he can’t slap 50 gold enchants on 3 items

PS: He proceeds to die in dream rend, not fast enough to move. Dunno if speed enchant would save him but eh, ironic isn’t it?

rule 1 don’t play with them
rule 2 leave group find some other group
rule 3 tell them before leaving that they should look up a guide how to play end game.
Maybe his thoughts were distracted because some weird rando started giving them the inquisition on stats that would have made may 0,2% difference to their performance.
