I would argue there is some level of gating involved, because you still do need to hit an item level requirement to run the tie in dungeons.

Overwatch does have a world and in-universe history, but none of it really matters beyond a backdrop of contriving why all these very different characters are here,

Honestly Talon should have won a long time ago. Imagine controlling Governments or to some degree efficiently corrupted them, their officials, implanted double agents in positions of power, have the best tech and the more pragmatically driven scientists only to be beaten by what isn’t even the UN.

Talon is just victim of villain writing where they can’t win for good even as their advantages is visibly superior once you dig into it.
