ERPers do exist in pockets around SW Harbour and sometimes Lion’s Rest but the simple fact is, someone PvPing next to them won’t stop them doing what they’re doing.
All you can do is report what you can see.
I still don’t see the logic that makes you think attacking Stormwind would be any more effective. I’m aware you are just trolling, but the reasoning in this troll makes absolutely no sense to me.

We are not giving you complains, we just can’t see the logic behind attacking Stormwind for show Goldshire that what they are doing is bad. They will just be ERPing around on Goldshire while your main forces are at Stormwind dealing with the city resistance forces in the best case scenario. Cause there is no doubt you will have to move Goldshire forces to the capital eventually and there is also no doubt the ERPers of Goldshire will be glad to you are just attacking the main community that oppose them that is the Stormwind main RP community. Attacking the enemy of whom you considerate an enemy is not a usefull tactic cause you are going to do the inverse effect. If the ERPers left Goldshire will be for see the chaos and destruction you are making at Stormwind to their current foes.
I know of what i’m talking, i organized a full-Reign war between Alliance and Horde for a whole two days on the Spanish Server and we learn a lot about how people behave in general under Faction PvP at large scale. And the one telling you so is one that had conquered by blunt force of guilds Stormwind, along with the rest of Alliance Capitals, for more than 8 hours and made horde citizens of level 20 just laugh about Alliance around Stormwind with War Mode On.
If you wanna bother them just focus on other option. They just can put War Mode off, make a group and put that group in another chat window for avoid noticing anything else.
If you wanna invade Stormwind for show your guild’s supremacy over others on the horde and to make a name between your enemies on the Alliance is fine but it won’t achieve the objective you want doing so.

You just made people turning WM off in today’s raid. GS is good and celebrating you messed with SW people instead of complaining. And SW RPers, who are most of them innocent, are just ignoring the situation and thinking about reporting your guild to Blizzard… You actually believe this is the right way to make people notice that you are hunting down ERPers?
I prefer it to a forum fun thread.
