Not being able to Yeet Ulfric off the steps of the capital with a shout and declare myself true high king/queen?

Why couldn’t the Empire and a independant Skyrim work together against the Dominion?
Ulfric won the title of High-King in a fair duel, so the Empire has no right to meddle.
Also, Ulfric might’ve once worked for the Dominion (probably to survive) but that is clearly not the case anymore.
He’s still being supplied by them though
Thats because they have everything to win by keeping the Empire and Skyrim fighting.
If the Empire would just accept Skyrim independence and work on good relations with them, they could fight together against the Dominion.
Also, worst case scenario is that Ulfric rules for a few decades, dies in combat or from old age and the new High King is pro-empire again!
The Empire’d also lose overland access to their one other remaining province of High Rock (the sea connecting Cyrodiil to High Rock happens to be right in front of Dominion waters, and Altmer have always been an extremely strong naval power) while having to rely on a dude that got MK Ultra’d by Elenwen, not good

In the text of the game, Whiterun and Solitude, the largest centres for commence, are sacked. Large amounts of Stormcloaks are dead, as are large amounts of Imperial Soldiers. Successors are picked largely on the basis of their loyalty to the Stormcloaks over anything else, though that may just be shallow worldbuilding.
Civil Wars are costly and rebuilding is done at enormous cost, in addition to the instability of the region generally deterring trade. Skyrim, having sacked two of its largest cities and depleted its manpower for trade, war, and everything else, is massively weakened. The Empire has been strong-armed into one-sided peace arrangements only shortly before and is in no position to openly rebel, once more as per the text of the game where Tullius talks to you about it.
Skyrim emerges as a massively weakened entity with widespread xenophobic tendencies among its citizens, making friendly relations with the Empire it just seceded from (which is influenced heavily by the Thalmor, remember!) and other independent nations unlikely. It probably gets steamrolled as it just finished smashing its own infrastructure and cities.
