A way to measure skill is the ratio of good decisions vs bad decisions anyone take during a fight. If you take a lot of bad decisions, that ratio gets down and the measure ranks you less skilled. If you take more good decisions, the ratio goes up, ranking you more skilled.
But that can also work to measure how hard a fight (or anything in fact) is. If you participate in something that requires you to take 1000 decisions, it’s significantly harder than another event that only asks you to take 3 decisions.
Regarding PvE vs Arenas: the average length of a fight in PvE is significantly longer than that of an arena.
And you cannot take more decisions than ~1 per second (due to GCD). So consequently, there are significantly more decisions to take in PvE than there is in PvP.
Also, in raids, there are 20 people (at least in mythic, could be more in heroic).
In arena, there are 2-3 players (on each side, but you’re considering a team here, so only 2-3 players).
In other words, the roster has to take ~10 times more decisions per second than an arena team. And it also lasts much longer.
Regarding M+, the whole dungeon is the fight. It lasts ~30 min. Super extra long fight.
Just want to address these two here, as they are similar.
PvP is in fact more static than PvE, and just as scripted as PvE.
That’s because there are basically good tactics and bad ones, just like in PvE, and you win a game when you take the right decisions. The thing is the variance in the tactics that works and don’t work in PvP is not that high. In other words: you usually do always the same thing +/- a small insignificant variation.
In that regard, PvE forces you to update your tactics for each bosses, because they all have different behaviors, unlike PvPers. So, when you raid, you have to adapt.
Something being scripted doesn’t make it inherently easier than something that is not scripted.
It has plenty elements of randomness to cause constant fails. And yes, more gear = easier time.
This also depends on your gear(your team’s gear) versus your opponents gear and what classes go up against what classes. So it has elements of randomness too that may be in your favor or your opponents favor.
Well I don’t know about that, but I know for a fact that I have about 15 more keybids and macros to work with in PvP content than I have in any PvE scenario
Yes, it all boiles down to how your brain is wired and how you enjoy your game tbh.
I find PvE very challenging and stressful at times while PvP is, to me at least, a more relaxing experience overall.
When you add Rated BGs to the equation things get more complicated and it’s as much about team coordination as PvE and often times it’s not about fighting players as it is about playing the objectives right.
In PVE you can do everything with a man dead, not possible in PVP

PVP has a ranking system so everyone can’t be gladiator there has to be people at 1200-1400 but the amount of players that can get gladiator can increase by inflation
In PVE there is no cap, by all means 90% of the player base can get cutting edge
Not only do you not know what comps you’ll be facing, but PvP is very different because of the human element.
People play differently, when you tune into high gladiator players on twitch, they usually make remarks of WHO is playing not what class they are, because the person behind the screen has a certain style of play.
You can’t compare that kind of an environment to a scripted NPC encounter
