High elves are Blood elves as it always been.
Part of Silvermoon will be available for the Alliance. Not all of it. And having no High Elves was always obvious. Ever since Ion Hazzikostas said that if you want to play a proud High Elf, you should roll with Blood Elf. An actual High Elf that honors their fallen brethren and took up on a new name.

maybe there will be phasing or somthin like old and new dalaran? A Silvermoon divided between neutral and hord would cause some problems with movement in and out.

the horde gets small areas of the city which are, hopefully, clearly marked off for horde only while the majority is going to be neutral.

Its true a central hub doesnt need to be vast and wide as boralus and dornogal but can be well organized as Oribos or dalaran… but a mixed city could be VERY dungerous.

It is stated that Silvermoon will have a full guest area for the Alliance to fester in. Meaning it will be well organized with all the necessary vendors, banks, auction houses, mailboxes, direct access to the dungeon Murder Row, access to the exit from the city to Eversong and more.
In other words you will have everything that you need to perform your heroic deeds without disturbing law abiding citizens of Silvermoon by venturing into places where your assisstance is not required.
Also since it is a guest area I assume that for obvious gameplay purposes it will remain unchanged but lorewise it will probably be returned back to the city proper making any Alliance presence in it strictly non-canon and OOC.
Dunno. An hybrid management of silvermoon could be difficult. I hope deeply they will do that with good sense.

This whole situation kinda reminds me of early TBC beta where instead of Orb of Translocation in Ruins of Lordaeron we had placeholder NPC called Maltrake servant of Rommath who had this kind of fine invitation to say to our Horde allies.

I suspected that we weren’t getting High Elves, especially with the build up.
Literally, all talk and features of High Elves was going out of the door, day by day, update by update.

Little disappointed, but I’m glad that if we ever do get playable High Elves, it will be done in the correct way and the independent way. That is a big “if” though.
I am so happy to see Silvermoon and Quel’Thalas being fully “Blood Elf” coded and visually + fully represented in their main homeland, because that is what we Blood Elf fans deserved.

Already confirmed by Taliesin&Evitel on their X. Majority of Silvermoon will be Horde with Alliance being allowed only into a small sanctuary.
And I think that’s fair.
It would not be a horde city otherwise.
Would be cool if it was a rep thing I think (renown of Quel’Thalas/Silvermoon🤔). The more trust the city has on you, the more places you can visit or be tolerated.
Blizzard has not yet revealed all the information about Midnight.
Its fair to keep silvermoon a horde city.
Its not fair to make alliance players use it as their hub for the expansion but not let them use the city.
If they didnt want to let the alliance share it, they should have used a different location entirely.
(Im just grumpy that the alliance hub sounds super lame. Dont really wanna spend a year and a half somewhere the game itself doesnt want me)
