As I see it at the moment its starting with the Blood Elves and Void Elves, which are former Blood Elves. It seems Silver Covenant later arrives and sets up shop at the Refuge, while VE set up at windrunner village.
The Unification means they are all back to Quel’talas, but we have to wait and see if they will politically unite, which is a possibility.
This post encapsulates the real problem, right here, which is your absolutist headcanon on the game and your attempts to get Blizzard to rewrite it to what you believe and to match what you want it to match.
So firstly, there is no problem that ‘high elves aren’t playable’. The race you seek is the Blood Elves, a core race of the Horde faction and the high elf experience in World of Warcraft. High Elves have been playable for nearly two decades and are an iconic Horde race.
Secondly your descriptions do not match reality.
This is absolutist headcanon. Absolutist headcanon is worse than ordinary headcanon, because with absolutist headcanon you insist upon it being fact in spite of the fact that the actually game disagrees.
In this case, this insistence that Blood Elves are not High Elves. After all, how do you define Blood Elves? ‘green eyes, fel magic, Lor’themar, Lady Liadrin, Sunreavers, red Silvermoon and Eversong, Horde allies, Blood Knights, etc’
You lead with something that hasn’t been true for nearly two decades since the conclusion of the Sunwell raid at the end of The Burning Crusade. When George W. Bush was President. Your own conception of what the Blood Elves are, frozen in time and with a transparent motive. Why? Because you want that ‘original, ‘pure’, Warcraft 2 High Elven Ranger experience’.
Loaded word, pure, isn’t it? Alliance High Elves are NOT pure when compared to the Blood Elves. They are still as hopelessly addicted to magic as they are. Nor is the fel a factor anymore beyond those who choose to use it as Warlocks or Demon Hunters or the occasional addict.
The Blood Elf fantasy is that of a light elf because the magic infusing them is light and arcane from a holy-arcane sunwell that has shaped them for much longer and to a much greater degree than the brief exposure to fel. And because Alliance High Elves are infused by the exact same energy source, they are physically identical.
Furthermore, that ‘original’ experience no longer exists. After all, you can’t play Lordaeron Humans in World of Warcraft. You are a Stormwind Human, a Kingdom that was destroyed before Warcraft 2 opened and restored when Warcraft 2 concluded. Yet it was Humans from every other nation in the Eastern Kingdoms that were playable in Warcraft 2. The Lordaeron Humans became the Forsaken. Ironically enough, the authentic Warcraft 2 experience is best experienced in the Horde with the alliance between Lordaeron humans and High Elves continuing there.
Most realistically, the ‘original’ Warcraft 2 experience you claim to crave no longer exists. Most of the Alliance Human kingdoms represented were destroyed. Only Kul Tiras really endures now, with Stromgarde only recently coming back and Dalaran getting destroyed permanently. The high elves became the Blood Elves and left the Alliance to join the Horde.
And that is the harm your request poses. You want to change the story to facilitate yourselves. You want to pretend to be the real High Elves. You want to gut Void Elves to get there with demands that are made of no other race in the game (for no other race in the game has players demanding the option to be something on that race that race is not, particularly when what you want that race to be is a distinct, already available option).
Selfish and entitled with respect to the Horde.
Selfish and entitled with respect to the Void Elves.
Selfish and entitled with respect to the Blood Elves.
Self and entitled with respect to the very story told. No harm to anyone? You’re as destructive a group as I have seen in any fandom.
Something else which popped into mind: with Midnight, the Horde is basically being given a Night Elf variant for the second time, and this time arguably a version that’s even better than the real Night Elves.
This is just a year after they were given access to bulkier dwarves with the Earthen.
Alliance High Elves would be one way to even things out.
My theory, because of the French and German youtube channel, having a high elf in SW talking about the story and a troll talking in Orgrimmar about their story. Is if we don’t see them added as their own races, we may see customazations going that way. Of course some people will lose their mind over this but if Blizzard does it and they don’t agree. No one is forcing them to play the game.

High Elven civilization is thousands of years old. They’ve worked with Humans and Dwarves for almost as long.
One group of Humans, largely in disarray after the fall of Lordaeron, treated the survivors of Quel’Thalas poorly.
High Elven scholars and diplomats would know better than to gamble their entire civilization and way of life by joining the Horde and severing their ancient ties with the members of the Alliance, based on one local skirmish taking place over the course of a few months.
One thing I will speculate on is the Void Elves role.
Obviously they will stay in Quel’thalas, but what are the implications of that? An Alliance race with a base at the doors of Silvermoon?
This is where for me the reunification kicks in. Alleria will become the Ranger General if the special edition portrait title is something to go on by. Politically Void Elves and Blood Elves will be reunified.
Now what will this translate to in gameplay terms? Will the Horde now have Void Elves? Or will the BE keep relying on the Alliance to save them?
His headcanon is that the High Elves are the pure, original Warcraft 2 experience, a static experience that no longer exists and hasn’t for two and a half decades REAL TIME.
And the Silver Covenant have as much right to define what a High Elf as the Defias brotherhood to do define Humans, or that pirate group that helped the Horde do to define Kul Tirans.
This particular part of the argument absolutely is.
It’s exhausting going over the same flawed points over and over, if this was used for any other race people would be laughing about it.
Using “B-b-but Garithos!” and “They are the High Elves!” as arguments makes no sense as it doesn’t take into account how the story has progressed since then, and especially not when in-game scenarios continue to show up proving the opposite.
One can argue that giving Void Elves more customization that goes against the voidy theme muddies the race somewhat, but there’s plenty of ways around that. Ways that wouldn’t break the game, or the immersion of either race. And while that is valid concern, that wasn’t a part of this specific argument.

Every piece of intricate lore about the High Elves and their internal structure is usually straight up ignored, or gaslit into irrelevance during these talks.
This is not “headcanon”, because it’s not related to the story - it describes an experience.
Warcraft 2 did have the original (or “pure”) High Elf experience, it was the first time in the franchise they were playable / controllable. Alleria was the prototype of a Quel’dorei Ranger when she returned in Legion.
Nobody said that the remaining Quel’dorei / the Silver Covenant would (re)define the High Elf experience over the Blood Elves. It is a fact that the Kingdom of Quel’Thalas is ruled by the Blood Elves. Every concern about playable Alliance High Elves is basically null and void after the introduction of the Ren’dorei (pun intended). Giving them the option of a blue racial or the name “High Elf” wouldn’t change anything.
Not more than Man’ari and Darkfallen “muddled” their core races.

Yes, it is headcanon. It has always been headcanon. Not the experience, but the insistence the experience can and should be recreated when the story has moved on in every conceivable way.
If that were true, people wouldn’t be here asking for a duplicate. Void Elves are a variant, as much a variant of high elves as nightborne are of night elves. The rejection of Void Elves by the hardcore is proof that they aren’t high elves.

What was gambled away? Last time I checked quel’thalas is still standing largley thanks to the forsaken who aids us killing our enemies in the ghostlands including frkn zul’jin. Are allies less valid because of muh savages? Prejudice and racism keeps defining the blue team it seems.
I have seen the video, and its basically putting their past back and working towards the future.
Darkspear will get Amani costumizations, maybe some new body types? That would sort the issue for them, but it does not address the voidy elephant in the room for HE. If the path to give HE to alliance is costumizations, the Entropic Embrace and Void Elf name is an obstacle to achieve that. VE are fundamentally different.
