Quelthalas was only 1 kingdom that highelves once lived in but that isn’t the case now cause now there are blood elves in that kingdom.
They evolved culturally and probably even physically from what highelves. Same as nightborn with them the it’s much more visible that they changed.

The Thalassian people are politically divided, elven reunification could allow them to become a united people again, so Silvermoon could become the neutral capital of Midnight.

Or they open a rift in space wich they could since viod elves would also be part of that reunification and make an everlasting kingdom that can’t be attacked.
There could also be a High Elf and Void Elf district or Alliance embassy in Midnight’s Silvermoon.

Yeah like if they rebuilt the part that got destroyed by the scourge. That can be a wonderful hub for midnight and tie into that whole reunification thingy AND the horde would not loose a city

They are not divided. The high elves left winnlingly because they disagreed with the Horde being there. That is their own fault.

The Ruins of Silvermoon will be rebuilt at Midnight, it could be the perfect location for the Alliance Embassy.
