Well Silvermoon in midnight despite being under BE management, is for all intents and purposes neutral.
The existence of a building shared by the SC and their horde counterpart implies otherwise. But this could be a rebirth of some sort for the Thalassian elves.

The change log for this says it went from sunsilver accord to silversun compact. The aura also shows aethas and vereesa being there.

I wouldn’t call it a merge, due to the hostility to BE seen on the SC refuge but more of an agreement.

After all, the devs have to be thinking that they may want to do some faction conflict stuff again in the future and IF there is elven unification, they may not want to over-complicate the story with the Blood Elves.

Indeed. It is noble to help, but everyone is helping against a universal threat.

If they remain within the Alliance then they will have no power in Silvermoon, as Blizz may want to revisit the faction conflict at some point but that could be tolerated from private citizens.. Either way, I regard the evidence as growing that this is more or less the end of the road for them narratively.
Im with you, I dont expect the silver covenant members to be joining the horde or anything. Maybe its more like a silvermoon thing.
