If you can’t get an answer here, you might be better off asking your question over on the Classic Forums. The forum here is generally used for retail, but you might get lucky and have someone who plays both find your post here. I don’t play much Classic so I unfortunately don’t know, sorry.

Normaly, zones with potential phazing issues have that magic NPC (I think the name is spelled Zidormi), she’s even visible on the main map. Talking to the npc allows switching between zonal phases. Probably, that’s the case here?
If not, then it’s bad luck. Some zones are supposed to auto-trigger the proper phaze depending on your quests, but they don’t. It can happen when you have several quests for different phases, and there’s no telling which one is going to take a priority. It can even happen if you don’t have those quests, but the “default” phase is giving them to you. From what I can tell, the latest content is considered the “default”. The Darkshore is devastated even if you never started BfA, and the huge sword is stuck in Silithus, unless you switch to pre-Legion timeline etc. I honestly hate this inconsistent mess. Stormwind has the worst of it, I’ve been dragged into SL intro before “my local” Anduin had even become a King plot-wise.
