Question about flying mount

hi,

I dont have epic ground mount and im level 63. Should I aim to buy this first or should I wait to level 70 and buying flying mount instead?

Is the cheap flying mount 100% speed on ground, so there is no point for me to spend 1000g for the epic ground mount?
