Am i correct in saying that reverred rep is locked ? Mine has locked at 11999 honored - effectively rag is not fully in the game as we cant freely get Aqual. The only aqual is if you complete the honored ‘Hands’ questline but you only get one…!
Revered rep is not locked. You can get it from mc bosses.
Im over revered now just doing rsids.
But if you get reveres you camnot buy infinite douse. Infinite douse come out in phase 4 i belive.

No it’s just one at at time. You use it to douse, you can go right back for the next one. In fact, if you have a mage port you, fly to aszhara, run to Hydraxis, get next quintessence and get summoned to MC entrance, you can be dousing next rune in under 15 min. While the permanent quintessence is 1h cooldown, so in fact, technically speaking, a honored person can douse faster than a revered one.

ah ok …ty but the reverred one can have like 10 aquals in their bags on a 1hr cooldown. I cant see that from MC to hrdraxis and back would take under 15 mins but thats just me. Thinking about it a druid maybe be able to do it maybe a priest also with levitate also epic mount actually maybe it is possible under 15 mins.
It’s unique, you can only carry one. One time or permanent.

Its a 40 man raid, it is expected that more than 1 player will be dousing, so it isn’t super important to have infinite, just that enough of the Raid have done the quests to obtain one.
For players who reach the raid first on realm this means having enough of them to have completed the pre-quests to go into the Raid and complete the final stage of the quest line to obtain the ability to obtain the Aqua Quintessence.
As guilds raid regularly more and more players will finish the quest lines and gain reputation.
MC and Only are time gated by some fairly stringent pre-quests that must be completed to enter and then complete the Raid.
Frustrating and a little out of favour with many current players - but good fun
