Yes, with some restrictions.
You cannot pay for a transfer and then pay for another transfer back.
There is a 3 month wait period.
HOWEVER, you can free transfer somewhere and then immediately pay for a transfer somewhere with no 3 month timer.
That is assuming you have free transfer available. And to my knowledge they removed the free transfer option.
