Really? how to prepare alt for heroic dungeons?

Normal to Heroic item level jump

If normal dungeons drop ilvl 554 gear and the average item level needed for queuing for heroic dungeons is 567, how are we supposed to gear up to that average item level? My tank was just above the limit for running heroics before the item level jump. World quests award on average ilvl 561 for me. Is the idea that we’re supposed to farm resonance crystals (kill thousands of mobs), renown rep, world bosses etc. for weeks just to be able to run heroic dungeons on alts?
