After the patch I created one new account and used a RaF link from my main account on this new fresh account.
I get this message : https://i.imgur.com/BfOWCAU.png
telling me “we are enable to verify your eligibility blahblah”.
I’m just wondering if it is because of the servers issue or if it is permanent. I can only use the RaF on this new account for the next 7 days so I would be quite mad if it is not fixed in the next 7 days.
Or it is the intended ?
I am trying recruit with a friend and we have same problem… i was not logged at last 2 years. 
I’m having the same issue when trying to accept a recruitment invitation.

My friend and I are experiencing the exact same thing and there is no information available at all about it anywhere.
He’s a totally new player and just bought the game and game time. Given the time limit placed on new accounts, we would both be really upset if this were not fixed soon.

Same problem, two friends were waiting until prepatch launch to follow my RAF link so they could experience the new starting area + the 30 slots bag.
Unfortunately, since prepatch launch it has been imposible to recruit anyone, and the clock is ticking for the 7 days since the account was created

I’ve also ran into this issue, tried on multiple accounts.
If you go to the ticket window ingame, and the top of his section too, Blizzard noted that it’s a common issue and is being worked on.
Albeit being a time gated thing, I do think they are a bit more focused on fixing their login servers first, rather than work on a recruitment bonus!

So they answered my ticket hour ago and and they want more information like email adress of sender and mine email adress… but i guess it is not a priority for them now. We must wait…

I have two friends waiting for my call to buy subscription because we have exactly same issue with recruiting. They are waiting to buy subscription because we don’t want to risk not being linked by “RAF” system.
My first friend has new battle.net account and can´t be recruited.
Second one has old account but 3years without active subscription and can´t be recruited too.
Both will get this message “We can not verify your eligibility for this promotion at this time, please come back and try again later.”.
I know BLIZZARD TEAM has lot of work with prepatch and preparing for SHADOWLANDS release. But it would be fair to make recruitable friends who have older accounts than 7 days, until it will be fixed.
I hope they will make so that any account created (or activated after 2y+ inactive) after the 14th october will be recruitable for 7days following the fix.
