short and simple: trained engi with gnomish spec to 243 and made all gnomish exclusive items, unlearned it, relearned engi and skilled to 225, cant get the quest for goblin spec, also can’t access gnomish engi trainer, nothing changed after destroying gnomish engineering club access card

im alli so i went to the artisan trainer in IF in the gnome district, also checked on the webz that u should go to ratched trainer and theres a q - not sure if i am missing something but when i got the quest for gnomish engi the first time around he had both of the quests for either gnomish or goblin - now after relearning he doesnt have either

Could you try Lilliam Sparkspindle in the Dwarven District of Stormwind… Wowpedia lists just these two NPC’s for swapping the specialization (1 for each faction) so it may be that only these two will offer it back to you.
checked him too but to no avail - it would seems quite random that they would have implemented a different questgiver for when you unlearn and relearn the profession in classic. swapping the specialization isn’t possible in classic wow patch 1.12 and i read up that unlearning is the only way. i just think the quest for either spec is bugged for me now
